If the front 2 electric fans start spinning when you switch on the A/C but the compressor doesn't work (look at the electromagnetic clutch in front of the compressor, where the pulley is, if it engages and turns) then there is a loss of refrigerant (when refrigerant pressure goes down there's a pressure switch that interrupts the A/C compressor electrical circuit to protect it from self damaging).

A little tip. The blanking seal that needs to go in the now vacated pin 9 position, will only go in one way round. As shown in the above photo. Hold the smaller end and push the larger in end. Especially check between the radiator and the A/C condenser. Check operation of the auxiliary fans (they should come on when the A/C is on). Check the operation of the fan viscous coupling. It should not be freewheeling when the engine is hot. It also should not be locked up solid. Inspect the water pump, making sure there is no play in the shaft.
